A personal perspective:
the internet was still new and PCs were very expensive,
Art was still a way to say something.
Art Colleges, including at the local university still existed, by the end of the decade most would be closed.
People visited galleries for pleasure and social connectivity that was eventually taken over by the internet.
Art became devalued though the greed of the market which would collapse.
